The resolution backed by the board specifically endorses five primary recommendations put forward by the Durham Violence Reduction Working Group. The first key proposal calls for the rollout of a focused deterrence initiative designed to direct targeted attention and resources toward specific individuals and groups identified as being at the highest risk of involvement in violence.
A second recommendation focuses on reinvesting in community-based street outreach initiatives. The measure advocates for reviving and supporting outreach personnel on the ground while simultaneously establishing appropriate safeguards, standards, and oversight to ensure the programs operate safely and effectively.
To address geographic concentrations of criminal activity, the framework also recommends piloting place-based partnerships. These collaborative initiatives are intended to deploy targeted municipal services, community resources, and public safety interventions within specific neighborhoods experiencing the highest levels of violent crime.
The working group’s proposals further incorporate behavioral health strategies by recommending the integration of trauma-informed cognitive behavioral techniques. These approaches aim to assist individuals impacted by chronic violence and trauma by helping them develop coping mechanisms, adjust cognitive responses, and make constructive decisions under pressure.
The final core recommendation endorsed by the commissioners calls for convening a Youth Summit on Saving Lives. This summit is intended to serve as a focused platform to examine the distinct challenges, pressures, and risks facing young people in Durham and to develop youth-centered interventions.
The commissioners' policy decision comes against the backdrop of shifting crime patterns in the area. According to data released by the Durham Police Department through September 5th, overall violent crime in the city rose by 4 percent compared to the same period in the prior year, even as the total number of homicides experienced a decline.
The urgency surrounding the resolution was underscored by a fatal shooting that occurred just days prior to the meeting, drawing renewed public focus to the toll of gun violence. Over the weekend, Victoria James was shot and killed while sitting inside her vehicle along the 5300 block of Revere Road.
James’ two children were inside the vehicle with her when the shooting occurred. Her daughter sustained injuries during the attack, while her son was not physically harmed, adding to the community's grief and outrage over the incident.
Following an investigation into the shooting, authorities arrested 38-year-old Lontrel Alston and charged him with first-degree murder. Public court records indicate that Alston had prior involvement with the legal system, including a 2018 conviction for assault on a female.
Alston is currently being held in custody without bond and is scheduled to return to court next month to face the murder charge. In the wake of the tragedy, the victim’s mother, Judy Ober Hughes, publicly mourned her daughter, condemning the senseless nature of the violence that took James' life.
